Water will always come in, valve engine can't process anything to not make water come in. You need to focus on the air supply. Are you familiar with Life Support?

okay, to make air in the submarine you need these:
Oxygen Scrubber (makes air from Energy)
Solar Panels (makes energy)
ressource cache (holds air, energy and coolant)
small air dispenser (can't remember the name)(spreads air into the water)
put the solar panels on top, and connect everything with the link tool. Make sure there is nothing above the solar panels.
Then turn the oxygen scrubbers and the air dispensor on, and you should have air underwater :]

Fusion generator
Coolant generator
Scrubber or air compressor(will need a climate regulator to work under water)
Large air dispenser or a suit dispenser.
