Both In-Game, and when I reload the Targa it does have a white background

As for as I know, tga is very similiar to PNG, which save as a layer. Resave as a jpeg, and try again.
Your not going to loose a great deal of detail by using jpeg, I mean steam tags aint that clear anyway XD

So Save a Jpeg, then resave as a Tga?
